Fonds Locaux
MAXIMUM LOAN OF $200,000*

Fonds Locaux is a financial tool provided to assist businesses—including expanding social economy enterprises—with their start-up, transition and expansion projects. In the private sector economy, the combined financial assistance from the government of Quebec, the federal government, city of Gatineau and its agent may not exceed 50% of the eligible expenses for each project. In the social economy, the maximum ratio is 80%.*

  • Option of pairing the loan with one of our subsidies; and

Eligible businesses*

Legally incorporated businesses listed in the Registre des entreprises du Québec (REQ) with a majority of jobs within the city of Gatineau for the project requiring financing.

Start-up, expanding, transitioning businesses and expanding social economy enterprises.

Examples of admissible expenses

Capital expenses, including land, buildings, equipment, machinery, rolling stock, costs of incorporation and all other expenses of that nature, with the exception of amortization costs.

The acquisition of technologies, patents, software and all other expenses of that nature.

Working capital requirements related strictly to the business’ operations, calculated for the first year of operations.

Fonds Innovation
MAXIMUM SUBSIDY OF $15,000*

Fonds Innovation provides financial assistance for innovative business projects, and serves as a leverage that enables the business to continue growing and accelerating. The assistance comes in the form of a non-refundable contribution of up to 50% of the project costs to a maximum of $15,000.*

  • No monthly management charge;
  • Option of pairing the subsidy with one of our loans; and
  • Personalized advice throughout the financing process.

Eligible businesses*

This fund is for businesses with strong growth potential, established within the city of Gatineau or that will establish there, and that have an innovative project aimed at developing external markets through one of the following : business start-up; business expansion; or business attraction.

Examples of admissible expenses

Professional fees required by a consultant for a feasibility study, market study, sectoral study, prospecting study, opportunity analysis, etc.;

Costs generated by participation in trade fairs;

Business start-up costs;

Acquisition of technology (know-how, manufacturing licence or agreement, patent), software or software packages, and all other expenses of the same type that are required to run the business;

Working capital requirements related strictly to the business’ operations, calculated for the first year of operations; and

Costs related to setting up an online sales system (e-commerce).

Fonds Soutien aux entreprises
MAXIMUM SUBSIDY OF $10,000*

Fonds Soutien aux entreprises is a financial tool provided to help businesses with their start-up, expansion or consolidation projects. The assistance provided comes in the form of a non-refundable contribution of up to 50% of the project costs to a maximum of $10,000. The financial assistance may on occasion go as high as 80% of the project costs to a maximum of $10,000.*

  • Option of pairing the subsidy with one of our loans; and
  • Personalized advice throughout the financing process.

Eligible businesses*

This fund is for businesses with strong growth potential, established within the city of Gatineau or that will establish there, and that have a project in one of the following areas : new product development and marketing; new market development; productivity improvement; or consolidation.

Examples of admissible expenses

Professional fees required by a consultant for a feasibility study, market study, sectoral study, prospecting study, opportunity analysis, etc.;

Professional fees required by a consultant for the implementation of a strategic plan;

Professional fees required by a consultant for developing diagnostics, recovery plans or coaching;

Professional fees required by a consultant for improvements in the operational efficiency of a business;

Costs generated by participation in trade fairs; and

Acquisition of technology (know-how, manufacturing licence or agreement, patent), software or software packages.

Fonds de développement des entreprises en économie sociale
MAXIMUM SUBSIDY OF $30,000*

Fonds de développement des entreprises en économie sociale (FDEES) is a financial tool for social economy projects to promote economic development and diversification, as well as wealth creation throughout the city of Gatineau. It also aims to promote the emergence of innovative projects that explore new economic sectors and new approaches, or develop new expertise.

The financial assistance takes the form of a non-refundable and non-recurrent subsidy for the implementation of new social economy projects. ID Gatineau limits its assistance to the lesser of a maximum of $30,000 per project or 25% of the total cost of the project’s admissible expenses.*

  • Option of pairing the subsidy with one of our loans; and
  • Personalized advice throughout the financing process.

Eligible businesses*

All social economy businesses in the start-up or expansion phase headquartered in Gatineau whose objectives are in line with the orientations contained in the FDEES policy. The social economy field includes cooperatives and not-for-profit organizations.

Examples of admissible expenses

Space or building acquisition and improvement (for the project);

Land, equipment, rolling stock and furniture acquisition;

Leasehold improvements;

Professional fees and fees for expertise incurred by the business in relation to capital expenses and equipment (architect, notary, lawyer, engineer, chemist, etc.);

Acquisition of technology (know-how, manufacturing licence or agreement, patent), software or software packages; and

Rolling stock requirements. These needs are determined based on the liquidity required to ensure the financing of operating expenses incurred by the business.

* To be eligible for financing, a business must:

  • promote economic development and diversification, as well as wealth creation within Gatineau; and
  • be financially stable: start-up businesses must demonstrate solid prospects and profitability, and must be able to cover their financial obligations.

Please note that the following projects are not eligible:

  • social, community and low-income housing projects;
  • retail, personal and restaurant projects; and
  • projects directed in whole or in part at activities in a saturated market or that would result in job relocations or the creation of undue competition.
